Flame over circle (GHS03)
The GHS pictogram for oxidizers: oxidizing gases, liquids and solids.

How to read it
It is GHS03. OSHA’s standard assigns it to oxidizing gases and oxidizing liquids, and Canada’s WHMIS lists oxidizing gases (category 1) and oxidizing liquids and solids (categories 1 to 3). In Great Britain it is called Oxidising.

Look-alikes
The Flame (GHS02) on its own marks things that are flammable; the flame over a circle marks oxidizers. Britain’s Health and Safety Executive names the two pictograms Flammable and Oxidising.
