Weld all around
A small circle where the arrow meets the reference line. The weld is to go all the way around the joint.
This explains what a symbol specifies on a drawing. It isn't welding instruction, and a drawing's own notes and the governing code take precedence.
How to read it
The weld-all-around symbol is one of the supplementary symbols that can be added to a welding symbol. When it is present, welds are to continue all around the joint rather than being made only in one place. Whether a weld is localized or "all around" is one of the things weld symbols are used to show.

Differences by country or standard
The international system marks the same thing with a circle. In India's IS 813:1986, which draws on ISO 2553, a weld that is to go all around a part is shown by a circle.
