Two star symbols
Two solid black stars mark a double rare card, and two silver stars an ultra rare card. Both symbols began with the Scarlet & Violet Series in 2023.

How to read it
The Pokémon Company International introduced double rare with the Scarlet & Violet Series, marked by two solid black stars, and put the series’ Pokémon ex cards, Tera Pokémon ex among them, at that rarity. Ultra rare is marked by two shiny foil stars and is used for the more exclusive full-art foil versions of Pokémon ex and some Supporter cards. CGC, the card grading company, calls the foil stars silver, and says the new symbols were added to clear up confusion between official rarities and the “fan-dubbed” ones of earlier sets.

This page says what a marking on a Pokémon card means, from The Pokémon Company International’s rulebooks and announcements and published guides. Pokémon and its card markings belong to Nintendo, Creatures Inc., GAME FREAK inc. and The Pokémon Company; the drawings are simplified sketches, not the cards’ own artwork. It doesn’t authenticate, grade or value any card.
What the first packs showed
Kotaku, opening the first Scarlet & Violet packs, described double rare as a new level between rare and ultra rare, used for the regular versions of ex cards, and called the ultra rare stars grey. It read ultra rare as the new name for what collectors had called full art.
Look-alikes
The colour of the two stars is the difference: solid black for double rare, shiny silver foil for ultra rare. Two gold stars are a third rarity, special illustration rare, and a single black star is an ordinary rare.
